Web sites are ongoing projects. A web page that has not been updated in a long time reflects poorly on the business. If your page hasn't been updated recently, people who come across your site may think you've forgotten it's there, you've gone out of business, or you don't care enough about your Internet audience to maintain ongoing contact with them.
Maybe not everyone will jump to one of the above conclusions, but if you look at your web site as analogous to advertising, ongoing maintenance of your web pages is a way to adjust your ad campaign to changes in the market. Imagine if companies were still running the exact same advertisements they were running five years ago and you'll get a feel for what I'm talking about.
