The most important thing to have when considering a web site is a goal. Without a goal, you may have a "cool" site, but other than showing the world at large that you're hip and happening, what good does this do you? (Not that being hip and happening is a bad thing in and of itself!)
Web sites can accomplish a great many things, but most sites can be classified into one of five broad categories: entertainment, education, public services (not-for-profit), advertising and e-commerce.
Chances are if you are in the market for a web design firm, your interest will likely be commercial in nature. It should be emphasized, however, that these categories are not mutually exclusive; in fact, many commercial sites will contain elements of all five.
